Introduction

  1. In addition to the requirements of the Company Rules and Train Operating Regulations, the following procedures will apply to the authorisation of passenger train operation.

Scheduled Passenger Trains

  1. Scheduled passenger trains are ones forming the service that will be advertised to the general public.
  • The Traffic Manager and Publicity Officer will draw up recommendations for the dates and times on which advertised scheduled passenger services are to be operated, and will bring these to a meeting of the Council for consideration far enough in advance of the dates concerned for them to be implemented effectively.
  • On the basis of these recommendations, the Council will decide the dates on which these services are to be operated, the timetables to be used for their operation and the fares to be charged.
  • The Traffic Manager will prepare the operating rosters to authorise the running of these trains on the basis of the agreed dates, and will ensure that instructions concerning the timetables and the necessity for adhering to them are issued to the crews.
  • The Sales Manager will prepare the shop staff rotas on the basis of the agreed dates, and will ensure that instructions concerning the fares to be charged are issued to the shop staff.
  • The Mechanical Engineer and the Civil Engineer will plan their maintenance schedules so as to ensure (as far as possible) that the rolling stock and track are available on the agreed dates.

Special Passenger Trains

  • Special passenger trains are ones that are run by special arrangement for particular groups of people.
  • When no passenger services have been scheduled, maintenance work on the rolling stock and track is to take priority, but subject to them being available the Traffic Manager may arrange for special passenger trains to be operated.
  • The Council will, from time to time, fix the normal fare levels which are to apply to special passenger trains, but for any particular special train the Traffic Manager may vary the fare levels from these norms if he believes that there is good reason for so doing. If the fares for a special passenger train are to be collected by the shop staff or the train crew the Traffic Manager must ensure that instructions are issued to them specifying the fares to be collected.
  1. In rostering a special passenger train, the Traffic Manager may authorise the crew to vary the timetable set down for the running of that train, or to cancel it completely in the absence of any passengers.
